1 CANDIDATE PROFILE AND SCOPE OF THE POSITION
Marino Institute of Education (MIE) wishes to appoint an Online Learning Project Officer on a 9- month fixed-term basis.
The successful candidate will join a well-established and highly motivated IT & eLearning team that provides support and services to students, staff and external clients in MIE. The online learning project officer will be responsible for planning, coordinating, and delivering eLearning projects that support the organisations digital learning strategy. This role ensures high-quality online learning experiences for our online participants, through effective project management, stakeholder engagement, and technical implementation.
Qualifications

In order to be considered for this post, applicants will require:
  • A minimum of a third level qualification at level 8 or higher in E-Learning/Educational Technology, Instructional Design or a comparable degree on the National Framework ofQualifications.
  • Proven experience in managing eLearning projects and digital learning initiatives.
  • Provenexperienceofadministration level management of virtual learning environments (Moodle etc.) in a higher education context.
  • Proven project management experience, ability to manage multiple projects and ability to use own initiative to solve practical problems withoutsupervision.
  • Experience of working in partnership with a range of stakeholders to support colleagues use of the virtual learning environment (VLE), online delivery tools and methods.
  • Experienced user of elearning authoring software, including Articulate, HTML5, Camtasia and Captivate.
  • Excellent communications skills: oral, written and presentation, including the ability to explain technical issues clearly to people at all levels of technical and academicknowledge.
  • Excellent interpersonal skills with the ability to work as part of a team, on own initiative and independently asrequired.
  • Excellent organisationalskills.
  • An in depth knowledge of universal design for learning and accessibility standards for online delivery.
Desirable Skills
  • Experience with video editing and graphic design tools.
  • Knowledge of SCORM/xAPI standards.
  • Basic web editing skills for content customisation.

  • Attention to detail and quality.
  • Ability to work independently and as part of a wider team.
  • An ability to problem solve and adapt content, as required, to strict deadlines.

  • JOB DESCRIPTION
Reporting Relationship
The appointee is required to carry out the duties attached to the post under the general direction of the Director of IT & eLearning. The appointee will also liaise with the Director of IT & eLearning on matters pertaining to the delivery of elearning projects, across the wider Institute, in line with the digital and institutional strategies.
The reporting relationship may be subject to periodic review, in line with service needs and developments in the Institute.
Duties And Responsibilities
The duties are outlined as follows:
Project Management
  • Plan, execute, and monitor eLearning projects from inception to completion.
  • Develop project timelines, milestones, and deliverables
  • Ensure projects are delivered on time, within scope, and in line with MIEs digital strategy.
Content Development & Coordination
  • Collaborate with subject matter experts (lecturers) to design and develop engaging eLearning content.
  • Oversee the creation of multimedia learning materials (videos, interactive modules, assessments).
  • Ensure content aligns with instructional design principles and accessibility standards across all undergraduate and postgraduate courses offered by MIE.
Platform & Technology Management
  • Manage virtual learning environment (VLE) operations, including course setup and user support.
  • Liaise with the wider IT team to ensure technical functionality, integration and troubleshoot issues.
  • Stay updated on emerging eLearning technologies.
  • Lead on LTI integrations to the VLE platform, including testing, creation of training materials and rollout of the new tools to staff and students, for example O365 integration.
Quality Assurance
  • Conduct testing and evaluation of eLearning modules for usability, accessibility and effectiveness.
  • Implement feedback loops for continuous improvement.
Stakeholder Engagement
  • Support all staff in their use and creation of elearning content.
  • Assist with the Institutes wider AI project(s).
  • Assist with the wider team on implementation of MIEs current digital strategy.
It should be noted that in each work area/department within the Institute, the appointee must work as part of a team. Although duties pertaining to the post are broadly defined under the various headings as listed, the list of duties is not exhaustive. The appointee will be required to function in a flexible and collegial manner. MIE retains the right to assign new duties and/or to re-assign staff to other areas of the Institute, in response to service needs.

Method of Selection for Recommendation
A shortlisting of applicants will occur which will be based on the applicants qualifications, suitability and relevant work experience as detailed in the application. It is the responsibility of the applicant to ensure that all relevant information is included in their application and that they clearly identify how they meet the specified candidate criteria.
Interview will be by interview panel consisting of not fewer than 3 persons, and will comprise of the most suitable and qualified people to assess applicants in the discipline. All appointments to employment at MIE are made by the Governing Body. The interview panels recommendations for appointment of successful applicants for all posts will be submitted to the MIE Governing Body for their consideration and decision.
Candidates must produce satisfactory documentary evidence of all training and experience claimed by them, if required.
Probationary Period
The appointment is subject to satisfactory completion of a 3-month probationary period. The probationary period may be extended at the discretion of the Institute but will not in any case exceed 5 months. Absences during the period of probation will extend the probationary period. Performance and conduct during the probationary period will be monitored through a process of assessment meetings. Termination of employment during the probationary period will be at the discretion of the Institute. An abridged version of the disciplinary procedure will apply to employees on probation.
Garda Vetting
All successful applicants may be required to participate in Garda vetting. Specific instruction on this process will be given at the appropriate time. Applicants who do not comply with the Institutes requirements in this regard will be excluded from consideration for appointment.
Essential Training
The successful applicant will be required to undertake the following essential compliance training: Orientation, Health & Safety and Data Protection (GDPR), must provide evidence of completion of Tusla Child Protection Training. Other training may need to be undertaken when required.
Salary
The current annual salary scale; €47,639 to €59,919. (8Point Scale)
