HR Business Partner HR ANALYST IV DBM

The State of Maryland is seeking experienced HR professionals to join their Office of Personnel Services and Benefits. The HR Analyst IV will serve as a Human Resources Business Partner to client agencies, managing HR activities and providing guidance on workforce planning, talent management, compliance, and customer service.

Responsibilities

  • Partner with client agencies to develop and maintain short and long term workforce plans
  • Assist in assessing current workforce capabilities and future talent needs
  • Provide preliminary recommendations regarding desired organizational changes
  • Generate and provide staffing related reports
  • Track and monitor workforce plans to completion
  • Provide guidance to management and employees on leave of absence options and procedures, retirement, and separating from State service
  • Partner with client agencies to provide preliminary guidance on recruitment policies and processes
  • Initiate job postings to build qualified candidate pools
  • Guide management on the appropriate approach for facilitating internal promotions, including the application of salary guidelines
  • Assist managers/supervisors with the performance evaluation process
  • Guide managers/supervisors on the candidate interview and selection process
  • Notify agency staff of available trainings and make training recommendations
  • Provide guidance on the disciplinary process
  • Guide agency management in the application of Federal and State employment laws, regulations, practices, policies, and other governing documents
  • Adhere to employment verification eligibility requirements using E-verify
  • Adhere to all State, HR, and office related policies, processes, and procedures
  • Communicate policy changes to employees
  • Support safety programs and assist in reporting and tracking workplace injuries
  • Update OPSB security roles as needed
  • Field questions from client agency management and employees
  • Respond timely to all inquiries
  • Provide estimated timelines for issue resolution and follow up as needed
  • Deliver a positive employee experience during onboarding and offboarding
  • Protect sensitive information
  • Provide accurate information
  • Communicate clearly and professionally verbally and in writing
  • Escalate issues to senior management as needed
  • Accurately and timely process employment related transactions in Workday, including hires/rehires/reinstatements, reclassifications, acting capacity pay, terminations, retirements, leave events, personal and job information changes
  • Engage OPSB partners as needed to obtain assistance and/or guidance in the processing of employment record changes
  • Seek technical assistance as needed via the SPS Helpdesk
  • Other related duties as assigned

Skills

  • Seven years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, employee benefits, medical services, HR management or HR system support services
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, employee benefits, medical services, HR management or HR system support services for the required experience
  • Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the field of HR/personnel administration, business administration, public administration, statistics, tests and measurements, industrial organization, psychology or other related field on a year-for-year basis for up to six years of the required experience
  • Candidates for employee or labor relations positions may substitute the possession of a Juris Doctor degree from an accredited school of law for the required experience
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience
  • Experience with Workday
  • Experience supporting State/governmental agencies
  • Two years of HR generalist experience
  • Experience with COMAR and SPP
  • Experience interpreting and applying COMAR and SPP laws and regulations
  • Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position
  • Employees are also required to obtain recertification every six months thereafter
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle
  • Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland
